The game can be beat on the hardest level, but only using the "stand-fast" battle-plan, and micromanaging each unit. I usually start with strong-left and move to the right, where you have a space-advantage, and enemy units will sometimes try to follow you, and go off the board, and out of play. You want to avoid combat until you get the general, and maximize flanking attacks, especially by cavalry. You win the races by getting all the way to the outside and whipping the horses the whole way. The odds go up when you lose a race, so throw races to get to 5-1 odds. Use a fast gladiator like Spartacus against an aggressive one, and take as many hits to your shield as you can, before you kill him, to rev-up the crowd. After you make procounsel, you can make alliances with many countries, if you choose the right options. Save before raising armies, and keep trying until you get a good general with a loud voice.

Tried Senator difficulty, but couldn't beat it. The initial armies are too weak.

Beat this today. Had this game about 25 years ago. Its not enough to conquer every province, you also have to win a chariot race to get the ending credits. Fun to go back to this so many years later.

To move the soldiers from the ship to land, Right click on the ship and then you will see the possible movable spaces.
