by the looks of it the actress is 'Tracy Millhollon' based off the promo found at "https://www.mobygames.com/game/139261/girlfriend-tracy/promo/group-72710/image-584407/" which leads to the movie 'Dream of a Mermaid (1990)' not much to be found but i did find this page with screeshots showing the actress's name "https://www.videozetaone.com/2022/07/dream-of-mermaid-1990.html". cant find much more of her or the other (at least 3) girls.
