Couldn't make the EN version work; but RU version works without any tinkering. Texts are obvious or manageable, but I'll clarify below mentioning the labels in order.

Regarding video - there is a separate exe to set it up. E.g. 1920x1080 is available, the menu looks ok, but the racing does not fit into the screen and is laggy. My default PrimaryDisplayDriver/800x600x32 works fine for me. Also on wiki there is a FOV fix, but current release archive seems to be broken both on wiki and github, so did not check.
1. Installation. Idk how to fix the encoding into non-Lovecraftian.
1.1. Autorun.exe has installation/play/uninstall/exit buttons.
1.2. During installation just click through with the corresponding middle button, no other options really.
2. Playing. The texts are readable so you can use Duolingo, or Google Translate from photos, or cosplay Russian kids playing a game without a translation.
2.0. Хорошо=OK, Отмена=Cancel, По умолчанию=Default, Новое=New, Удалить=Delete, Пробел=Space (button)
2.1. Play (Challenge / Championship)
2.1.1. Enter a name, choose 1 of 8 maps/challenges.
2.1.2. Choose a championship (Open/Masters cup/World cup), most points = win. Finish 1st cup to open 2nd etc.
2.1.3. Choose car: Acceleration/Suspension/Max speed/Weight/Control. Жесткая = hard, Средняя = medium, Мягкая = soft.
2.2. Multiplayer (Split screen / TCP IP)
2.2.1. Players/enemies (bots). Number of tracks / number of rounds / description. League mode: Норма = normal, Быстрая = quick.
2.3. Settings (Sound / Controls)
2.3.1. Sound volume / Music volume / Check music / Channel switch (Включено=Enabled)
2.3.2. Forward, backward, left, right, manual brake, honk, back view, shift up, shift down, camera
2.4. Recordings (of the races; not sure how to get them saved)
2.5. Exit
