You can also play the game in English like this:
Right click the mouse on the shortcut "pat a mat" which is on "Desktop" and
select the "Open file location" option
,right-click click on click patamat.exe
and on the top bar
click "Copy".
Go to "Desktop" right click and select option
"Paste shortcut" and when you start the game,
the game will be in English.

I find it weird that this game used to not be available on steam, then it came back and now it is again unavailable for purchase. I wonder what could cause such change of mind.

It is in English too (only the setup is in Czech). To play it in English remove -lang:cz,cz commandline parameter from the shortcut or just run the game from the .exe file in the directory where it is installed - you can also make a new shortcut for this file and then play it in English from that shortcut if you will not add -lang:cz,cz commandline parameter.
